Minutes of the Governing Board Meeting

Wednesday, November 28, 2007

 

·        Meeting Location: A Taste of Home Restaurant, Las Cruces, NM 88001

 

·        Members Attending: (12)

 

     Phil Banks, Mary Ballard, Alex Burr, Steve Carter, Lynn Ellins, Ron Gurley, Woodie Jenkins, Jim Kadlecek, John Lazaruk, Mike McCamley, Tamie Smith and Charles Welch

     

     Members Not Attending: (6)

 

     Gus Bigelow, John Bloom, Steve Fischmann, Rose Garcia, Dolores Halls and Vicki Simons.    

 

1.   Call to Order: Steve Carter called the meeting to order at 11:38 AM.

 

2.   Introductions: Introductions were made or all knew each other.

3.   Approval of September/August Meeting Minutes

      The August / September 20007 meeting minutes were approved by voice vote.     

4.   Projects:

A.    City Council (LAS CRUCES) – (Tamie Smith) Six days after the election Delores Conner wasn’t sworn-in due to a Holiday (12 Oct – Columbus Day). The City Attorney stated that State Law applies to Las Cruces. We used to be a General Municipality. Now Las Cruces is under Home Rule. [The differences between NM State Law that apply to Municipalities and Local Laws is not a project.] (Mary Ballard) She stated that Fermin Rubio was the City Attorney and worked for the City Manager. (Steve Carter) he said that he would meet with the City Manager if OK. If not he would write a letter to the City Manager, Terrence Moore.

B.    Board of County Commissioners: (Charles Welch) Stated that he has been out-of-town and doesn’t have anything on the County Commission. (Jim Kadlecek) He stated that nothing had been received from the County Manager (No Response) concerning the Budget. (Mary Ballard) She stated that the County Legal Department had gutted the DWI procedure. Jesse Williams says they don’t have anyone to consider the taking of cars from those convicted of DWI. So nothing has been done on the matter. (Tamie Smith) The county passed the safe and sane fireworks on a 3–2 vote. (Jim Kadlecek) He stated that the TIDD [Verde Group – three Parcels at Santa Theresa) had been tabled. The County Manager said that Board to control the (TIDD) money should be permanently controlled by the public. Verde say they are stopping the project if they don’t have control of the board. This “boils down” to control of the board [3 proposed TIDDs; 2 for industrial, 1 for joint housing and others]. It was Moved and Seconded and passed by voice vote to have Jim Kadlecek write a letter about the TIDDs.

 

C.    Board of Education (LCPS) – (Phil Banks) They are looking at the location for the New High School. (Mary Ballard) She stated that the Superintendent, Stan Rounds, well liked. (Tamie Smith) She wanted to know what was considered about the Location of the New High School. (Lynn Ellins) He added that the there was a School Bond election in April.

 

D.    NMSU Board of Regents  (John Lazaruk) The next Board of Regents meeting is scheduled for December 22, 2007. The use of the name John Gardener or familiarization with the founder of Common Cause by the President Martin seemed to be good as noted by the hope that Common Cause has an “in” with him.  (Phil Banks) John Bloom is to be given a Letter of Thanks from SNMCC. (Jim Kadlecek) He stated/asked if it was possible [to the members of the SNMCC Board] to attend the next meeting of the Regents.

5.           NEW Business:

State Chapter: (Alex Burr) The President of the National Common Cause made a fine speech. (Phil Banks) The new executive Director of Common Cause New Mexico is not as good a speaker as Matt Brix but maybe in a year. (Steve Carter) The incoming Ethics Board might be at the opening session of the Legislature. (Alex Burr) The Director is pleased about the Southern Chapter [SNMCC].

(Steve Carter) On December 13. 2007 Sandra Day O’Conner will be speaking in Albuquerque at the Civic Auditorium.

(Mary Ballard) On December 13, 2007 a review of TUPAC will be held. Anyone interested may contact me.

(Alex Burr) The LOWV [League of Women Voters] is supporting the $100,000 feasibility study of the New Municipal District Judgeship.

 

6. Next Regular Meeting; January 16, 2008 [December = No meeting, Too many

       conflicts.]

 

7. Adjournment - Steve Carter adjourned the meeting at 12:51PM
